Reduce Charge Cost Bug

I noticed that when using a Reduce Charge Cost rune of Epic and Rare quality they are not reduced in effectiveness by as much or not at all
(I have not bothered checking the math for this, but it does seem to be ignoring reduction in effectiveness).

This makes it so that it is more beneficial to use 1 Epic and 1 Rare to reduce charge cost than 2 Epics. It basically cost 101 to level up to level 2 rather than 126 with double Epics. A bit of a Strange interraction that I believe is a bug.

Well - the reason for that is that the more of the same Reduce Charge rune are activated, the less effective it will become - so there will always be a point where it make more sense to activate a Rare Rune rather than an epic one (once you already activated 4-8 Epic Runes).

BUT - there was also a major Bug in the calculation, which will be fixed in the next patch - so thank a lot for reporting it :)
